Bill Dorante is an Executive Vice President at Oxford Advisors. Mr. Dorante has been in the capital markets and municipal finance industry for over 20 years most recently as Managing Director and Senior Deal Leader for corporate capital markets at Genworth Financial where he worked closely within the capital markets industry identifying alternative solutions to manage and limit insurance risk on the company’s balance sheet and improve profitability.  Mr. Dorante was formerly a Managing Director and Head of the Western Region for Assured Guaranty with responsibilities for developing new business for the newly established bond insurance company. Prior to that, Mr. Dorante managed the Financial Institutions and Public finance business at Landesbank Hessen Thüringen (Helaba), with responsibility for the development of the portfolio for financial institutions and international public finance business for the bank in the US. Mr. Dorante also spent 8 years working at FGIC initially as a senior analyst in the Utilities and Transportation group and subsequently heading up the public finance sales and marketing efforts across the US.  Mr. Dorante has earned a Master of Public Administration with a focus in state and local government finance and a Bachelor of Science in Human Development from Syracuse University.

Mr. Corey has represented public utilities and energy companies on complex regulatory matters including Northeast Utilities on regulatory matters involving Connecticut Light & Power’s rate case proceeding, and Energy East, Connecticut Natural Gas and Southern Connecticut Gas on multiple matters involving rate setting, performance based rate plans, and proceedings involving competitive issues facing the industry.  Mr. Corey also represented numerous companies on various energy and regulatory matters including JPMorgan IIF Acquisitions LLC providing general advice and counsel involving a possible acquisition, Conectiv on matters involving interstate renewable energy projects, CPower, Inc. on energy efficiency matters, Dynegy on matters involving the negotiation and regulatory approvals of long-term natural gas contracts, and J.P. Morgan Securities Inc. on all matters involving the $836 million sale of the Seabrook Nuclear Power Plant, including obtaining state regulatory approvals from the DPUC, DTE and NHPUC.  Mr. Corey provides advises various companies regarding state and federal electric, natural gas, utilities and regulatory matters. Mr. Corey earned a J.D. from the University of Connecticut School of Law, a MBA in finance from Purdue University, and a BS in finance from the University of Connecticut.  He is admitted to the Connecticut Bar.

Dan Carny has worked for many years for various companies, assisting them with financial and market analyses. Mr. Carny has also partnered with information technology personnel to develop various database systems and applications relevant to his assignments. Mr. Carny carries many years of financial, analytical, and systemic experience. Mr. Carny earned his MBA degree at Columbia Business School and his BS degree at the University at Albany, State University of New York. Mr. Carny is originally from Israel and speaks fluent Hebrew.

Mr. Zupkus is a business leader with industry experience and a proven track record of success.  As a former member of the Energy Task Force, Mr. Zupkus developed an in-depth knowledge of the power industry and an appreciation of the need for alternative energy sources, especially clean, green renewable energy. Mr. Zupkus has developed wind energy projects and is knowledgeable about other sources of renewable energy including solar, fuel cells and biomass. He has career experience from the early stages of the cellular telephone industry in cell tower engineering, construction, design, and site placement and has experience with satellite communications and Next Generation Weather Radar Systems. Mr. Zupkus was formerly employed as Sales Manager for AT&T and Director of External Affairs for SBC. Mr. Zupkus has an A.S. in Aeronautical Technologies from the Wentworth Institute of Technology. A graduate of Embry-Riddle Aeronautical University, Mr. Zupkus holds dual B.S. degrees in Aeronautical Technology and Aviation Engineering with a minor in Avionics. He has received a FAA Airframe and Power Plant license and has vast knowledge of airfoil and turbine power. Mr. Zupkus graduated with a MBA from the University of New Haven. 

Christina Luddy is a Junior Associate with Oxford Advisors who recently graduated from Boston College with honors, and previously graduated Salutatorian from her high school.  Ms. Luddy has exceptional communication skills, a strong work ethic and attention to detail.  Ms. Luddy is based in the Harford Office.

Paul Corey is a Managing Director of Oxford Advisors.  Mr. Corey specializes in the areas of Regulatory Affairs, Energy and Utilities. He has over twenty years of industry experience and a background in sophisticated transactions, electric and natural gas competitive initiatives, and complex regulatory proceedings. Mr. Corey has represented numerous clients on multiple matters including complex rate cases and performance based rate plans, competitive energy initiatives, mergers and acquisitions, project development, corporate transactions, renewable energy initiatives, asset sales, power purchase agreements, the valuation of stranded costs, and regulatory approvals.


Prior to joining Oxford, Mr. Corey was Counsel on Regulatory Affairs for the prominent law firm of Brown Rudnick LLP, where he represented a diverse clientele in the areas of regulatory, energy and utilities.  Prior to joining Brown Rudnick, Mr. Corey served as the Executive Director of the Connecticut Department of Public Utility Control where he worked closely with Commissioners to develop and implement Department policy.  He had a leading role on the implementation of electric restructuring, the unbundling of the natural gas industry, the divestiture of the electric utility's nuclear, gas, oil, coal and hydro generating assets, the valuation of stranded costs and was lead staff on numerous electric, gas and water rate cases, and other complex regulatory proceedings.
